Worst public transport experience

Considering it was leading up to Mardi Gras when we visited you would have thought that the public transport would be maximized and running as efficiently as possible... in fact the opposite seems to occur. Due to the multiple Mardi Gras parade routes it seemed that every street car was out of service for the entire period of Mardi Gras (something ridiculous like 2 months). Additionally, nowhere do they make this fact known so half the stops around central NO were full of people waiting for street cars that would never arrive. Furthermore, the bus component of the RTA is abysmal, they are terribly infrequent and it appeared that there wasn't a single route that went further than about 5km outside the city limits (i.e. to reach our hotel near the airport we always had to use a JET bus which is another company). All in all it is no wonder that a day pass costs $3; I bought one and wasn't able to use it once...
